Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Amid the considerable disarray following the US strikes on Venezuela, the apprehension of leader Nicolás Maduro, and statements from Trump that the US will “control” the country and “seize control of the oil”, there is no doubt – this establishes a profoundly disturbing precedent.

Past Interference and a New Threshold Crossed

The United States has a grim history of meddling, military incursions, and control in that part of the world, but this past Saturday morning saw its first major military attack on the continent of South America. “American dominance in the western hemisphere will never be questioned again,” the President stated.

The decision to unilaterally attack another state and abduct its leader – just a short time after he stated a desire for negotiations – carries even broader implications. It should alarm us all.

A Nation Left in Limbo

Venezuelans have endured a repressive, kleptocratic and incompetent regime under Mr Maduro, commonly thought to have rigged the previous presidential vote. They now face profound uncertainty at best. Mr Trump has indicated that Maduro's second-in-command, Delcy Rodríguez would comply with American demands, and dismissed rightwing opposition leader and Nobel prize-winner María Corina Machado as a viable alternative.

However, Ms Rodríguez, now the temporary head of state, has so far adopted a posture of resistance – and other elements of the headless administration are far more intransigent.

A Shift in Global Role

A man who was elected pledging to stop foreign wars now says he is “not afraid of boots on the ground”. Renaming the Department of Defense as the Department of War was a substantive signal. He does not see the world’s superpower as a guardian of order; he is converting it into a rogue state.

He believes that the America's power allows it to do as it wishes with minimal cost: consider the strikes on Nigeria, on Iran’s nuclear facilities. He claims that Venezuelan oil means this latest episode “will pay for itself”.

An Illegal Assault on Sovereignty

George W. Bush initiated war in Iraq on a lie. But this action without legal basis came absent any United Nations mandate or the consent of the US Congress; the opposition party was kept in the dark and say they were deliberately deceived in briefings. Mr Trump doesn’t seek to bend international norms, but to obliterate them.

Disregard the implication this carries to leaders in Moscow, Beijing, and beyond, and consider the destination for America itself. While the raid allegedly resulted in the deaths of 40 Venezuelans, including civilians, there were no American fatalities. Mr Trump’s growing sense of invincibility will almost certainly fuel more reckless actions.

The Thin Pretext and True Motives

No one buys the justification that this is related to the drug trade. Venezuela is only a small transit route for cocaine; Mr Trump recently exonerated the former Honduran president Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself has been explicit that he is propelled by the allure of petroleum resources as well as personal bravado, the beliefs held by certain advisors, and the desire for glory as his support at home declines.

World Leaders' Silence and a Weakened UN

The global reaction, especially in Europe, has – with notable outliers – been surprisingly subdued. That’s not because of Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was commendable, but this episode highlights the UN's diminishing clout.

Mr Trump’s voters who oppose foreign entanglements could still pressure him to redirect his gaze inward – but soaring healthcare premiums, financial discontent and distracting files increase his appetite for distraction.

We are not yet 12 months into his presidential term. The international community may come to rue the day if they stay silent now, given what – and who – could be next.
